In order to minimize issues with members who may suddenly pop up and get disappointed about something in the forum (like what happened in the old SSF), members whose accounts have been inactive for at least one year would be deleted (either manually by staff or automatically).
Deleted users are not banned (unless they are spammers), and they can register for a new account if they wish to return, provided that their old accounts had been deleted before.
